Was this NJ Reg't issued the old '39 box, Elongated Ball, or Round ball .69 box?
What was the issuing arsenal for accoutrements?

.69 Box is what you should use. The government supplied them as best they could. Oddly enough it was after the rout of the rebels at Crampton's Gap did the New Jersey men get '61 Springfields, knapsacks and better acouterments again.
I am sorry but I am not sure which arsenal they originally drew from. If we were doing an Iowa regiement I could tell you but...

We have 3 different Federal .69 boxes from which to choose:
1839 .69 box: Questionable as to its actual service in the field. Most of them ended up with State Militias both North and South
1861 .69 cal Elongated ball
1861 .69 cal Round ball boxes
Given the scarcity of the '39 boxes, especially by mid 1862, it would seem the elongated box would be most suited for the event. Unless a photo can nail down the fact of the '39 useage this late, especially after contracts were going out for .69 Elongated and Round ball boxes for units still with smoothbores.
From spring 1861 until end of 1862, over 300,000 Elongated boxes were contracted out, so there were plenty around by late summer early fall 1862.
Food for thought, I guess.
